Digital Devide

This concept of 'Digital Devide' is changing for the past 15 years. Wolff and Mackinnon (2000) pointed out that "Digital Devide" is what we used to address a situation where inequalities in access and utilization of ICT. I think it has a lot more to say when it comes to different context of field and areas, thus particularly in different countries. Some have put this concept into levels: "first order of digital devide", "second order of digital devide" and "third order of digital devide" (for example by DiMaggion, Hargittai, Neuman & Robinson (2001); Dewan & Riggins (2005); Donat, Brandweiner & Kerschbaum (2009)). However, I just love the separation made by Helene Blowers. I hope she don't mind I'm sharing this slide :)
